# II. Governance Process Overview

#### Step-by-Step Details:

1. **Generate Governance NFT (LPN)**
   * Each stake records the amount and period, minting an NFT as a governance ID
   * NFT marks: Governance weight (ARK × period factor), anchors participation eligibility, supports anonymous verification
2. **Possess Ark Power**
   * Each 1 ARK = 1 ARK Power (longer lock-up periods result in higher weight)
   * Unlocks proposal rights, voting rights, and module suggestion rights
3. **Proposals and Voting**
   * Proposal threshold: ≥10,000 ARK Power with a limit of one proposal per address every 7 days
   * Voting threshold: ≥10% ARK Power participation and ≥60% approval for passage
4. **AI Risk Analysis and Execution Recommendations**
   * AI model conducts policy simulations and risk assessments for proposals
   * Provides optimal execution recommendations such as whether to use RBS, issue tokens, or increase discount rates
5. **Timelock + MGL Security Execution Layer**
   * High-risk modules (Treasury, Loan, RBS) are managed by MGL (Multisig Governance Layer)
   * Multisig structure: 7-10 core representatives with execution threshold of 3-5 members
   * Delayed Timelock (48h) ensures governance transparency and security
6. **ARK DAO** high-risk modules requiring multisig control for execution:
   * Treasury Manager
   * Lending Core
   * Auction Manager
   * RBS Operator (price repurchase range)
   * Module Installer (module upgrades)
