MCL (Minting Cap Limit) functions as the "Minting Auditor" and "Asset Boundary Gatekeeper" in ARK's economic system.

It doesn't decide whether to issue currency (EM's role) or intervene in market prices (RBS's role), but instead ensures: every ARK created has sufficient treasury reserves backing it.

MCL prevents the protocol from value depletion or treasury overdraft due to excessive minting, serving as the ultimate gatekeeper mechanism for economic security boundaries.
