# Between the Three Layers: Not Stacking, But Breathing

ARK's three-layer structure is not a set of separate modules, but rather a protocol's internal life mechanism where layers respond to and regulate each other.

* **Economic Law Layer → Provides Resources and Momentum**
* **Governance Consensus Layer → Allocates Resources and Maintains Regulation**
* **Application Model Layer → Provides Feedback and Creates Value**

These three layers form a civilizational cycle with a feedback loop—a decentralized order carrier capable of growth.
