# 5.4 Model Characteristics | Four Core Capabilities of the ARK Consensus Layer

1. **Self-Learning Capability -** Every governance decision, vote, and price fluctuation becomes model training data, continuously accumulating governance experience and deepening parameter understanding.
2. **Participatory Awareness -** While the model lacks voting rights, it participates in all proposal analyses and risk assessments, proactively issuing recommendations and warnings before parameter changes.
3. **Neutral Judgment -** Uninfluenced by human positions or emotions, it recommends governance parameters solely based on historical data and model outputs, serving as ARK governance's most levelheaded decision advisor.
4. **Predicting the Future (Rather Than Reacting to the Past) -** All regulatory proposals and model parameters predict risk trends and protocol health for the next 1-3 Epochs, enabling preemptive responses and proactive optimization.
