Runway = RebasePoolBalance ÷ (LastEpochROI × 2)
```

* Rebase Pool Balance: Remaining quantity of ARK in the reward pool
* Last Epoch ROI: Total amount of sARK distributed in the previous Epoch (12 hours)
* ×2 converts to daily reward expenditure (24 hours)
