This layer's design doesn't rely on a single indicator or fixed policy, but instead operates through five dynamic regulation modules and two long-term economic support systems, collectively forming a protocol-based fiscal mechanism with self-regulation capabilities.

The objectives of this layer are:

* To establish a stable issuance logic for the protocol currency (ARK);
* To build a sustainable treasury system with market price support capabilities;
* To reduce human decision-making intervention, enhancing automation and predictability of regulation;
* To provide infrastructure for financial activities within the protocol such as lending, withdrawals, rewards, and penalties.
